North Carolina State Ports Authority Issues SOLAS Notice

Wilmington, N.C. – The International Maritime Organization has amended the Safety of Life at Sea (SOLAS) regulation to be implemented on July 1st, 2016. This requires the provision of a Verified Gross Mass (VGM) of all export containers to the ocean carrier as a condition before the containers can be loaded on board the vessel.

Pursuant to the Declaration of Equivalency to Regulation V1/2 of the International Convention for SOLAS issued by the U.S. Coast Guard which states existing U.S. laws and regulations for providing verified container weights are equivalent to the requirements of SOLAS Regulations V1/2, the North Carolina State Ports Authority will provide container weights to the carrier on behalf of the shipper, unless the shipper requests an alternative method from the carrier. The specific method allowed by the U.S. Coast Guard for providing the container’s VGM whereby a terminal weighs the container and, when duly authorized, verifies the VGM on behalf of the shipper, is hereby offered by the North Carolina State Ports Authority. Shippers may elect to use this process to satisfy their VGM requirements or can provide their VGM cargo weights to the carrier who will send it to the North Carolina State Ports Authority via EDI 301 or VERMAS. Use of the North Carolina State Ports Authority certified scale weights will be subject to the Hold Harmless & Authority Liability Provisions which can be referenced in our Marine Terminal Operating Schedule #1, Items 10 & 15.
